Who should be NRSWA Supervisor qualified?
Any street works site must have at least one qualified operative on site at all times during works, and the site must have a qualified NRSWA supervisor appointed to the site who can oversee the works. The supervisor need not be on-site at all times but must be able to adequately carry out the role. The NRSWA streetworks supervisor qualification does not replace or overrule the operative qualification if you already have an Operative Card, you can hold both an Operative and Supervisor qualification. However, one person cannot cover both roles at the same time.
The New Roads and Street Works Act requires that anyone who executes, works for, or on behalf of, a utility company, is qualified for the activities being carried out.
A NRSWA Streetworks Supervisor is anyone who carries out the monitoring of manual excavation and reinstatement of footpaths and highways.

New unit codes
On 6th April 2017 new regulations came into force in England for NRSWA qualifications, for the full regulations visit gov.uk. The changes won’t affect delegates much at all.
The key changes are:
- New unit codes, instead of Units 9 – 16 for your Supervisor course the codes will be LA (for location & avoidance of underground apparatus) and S1-S7 for the remaining units.
- There is no requirement to hold any particular combination of (non-key) certificates.
- Once it comes time to renew, your old style certificates will be automatically converted to the new style.
- Each certificate will have its own expiry date – there will no longer be a card expiry date.
- You can take a re-assessment course up to 5 years after your certificates have expired – as soon as they expire though you are not qualified to undertake the work.
- The changes will not affect your existing certificates or streetworks cards – they will remain valid until they expire.
